Profile of the Municipal Energy Agency – Rousse

The Municipal Energy Agency – Rousse, or “MEA” for short is based in North Central Region of Bulgaria, Rousse Region, City of Rousse. Municipal Energy Agency – Rousse has been established in the Year 2001 as NGO under SAVE II Program. The three agencies of TV Energy Ltd (TVE, United Kingdom), Agencia Regional de Gestion de la Energia de Murcia (MURCIA, Espana) and the Municipal Energy Agency – Rousse (ROUSSE, Bulgaria) all came into being in 2001 as planned in the proposal to the European Commission /under SAVE Programme, Project 4.1031/A/00-001/. The Regional Court of Rousse based on art. 496 of the Civil Procedure Code and in relation with art. 1, par. 1 and art. 18 of the Non-profit organizations Act, and with decision No. 769 dated 10 April, 2006, entered the transition of the Corporation from a Private benefit Corporation to a Public benefit corporation.

The aims of Association Municipal Energy Agency - Rousse are:

To cooperate for the realization and formation of the national, regional and local policy encouraging the effective energy and energy resources utilization, RES use, and environment protecting and preserving;
To contribute theoretically, methodologically and practically to the effective energy and energy resources utilization, RES use and environment protection;
To contribute to public awareness and broadening the knowledge, to render consultancy services and information in the field of the effective energy and energy resources utilization, RES use, and environmental protection and preservation;
To contribute to the energy efficient and energy ecological materials, products and energy services market development on the basis of market competition;
To assist and support energy production from RES; production and use of bio-fuels in the region;
To contribute to the permanent and integrated energy planning on the territory of Ruse municipality and the municipalities in the region;
To inform and grant know-how for the best practices in the field of the effective energy and energy resources utilization, RES use and environmental protection;
To cooperate being an agent and consultant between the local authorities, the local business, other NGOs and organizations on national and European levels.

Means for achieving the objectives are: development of municipal and regional strategies and programs in MEA field of expertise; development of projects and project concepts to participate in competitions of local, national and European programs; organizing conferences, seminars, working meetings; public discussions and educating events focused on energy efficiency, energy resources, RES use, and environmental protection; Information and consultancy services; Participating in activities to implement the national programs and European directives in the field of energy efficiency, energy resources, RES use, and environmental protection.

The activities are aimed at Administrators in Municipal Organizations, Citizens, Schools, Managers in other Public Offices, Companies, Consumers and others.
